Plaintiff-appellant Jane Crall-Shaffer ("the mother") and defendant-appellee Gregory Shaffer ("the father") are United States citizens with family in Cincinnati, Ohio. The parties were married in 1982, and a son, Brook Shaffer ("the child"), was born to them in 1985.
