As a condition of his probation, Joseph Pierre agreed to drug testing. Pierre submitted several urine samples that tested positive for cocaine. The district judge ordered Pierre to undergo counseling and held numerous hearings in an effort to help Pierre understand and comply with the conditions of his probation (one of which was that he not use drugs).
