MEMORANDUM OPINION AND ORDER

HART, District Judge.

Plaintiff Charles Booker claims that defendants Thomas Kelly and James Ward, Chicago police detectives, lacked probable cause when, on August 7, 1987, they arrested him for the murder of Lucy Williams. An Illinois court so held in Booker's criminal prosecution, see People v. Booker, 209 Ill.App.3d 384, 154 Ill.Dec. 211
