Petitioner Leatch Allen Helker, an inmate in the custody of the State of New Mexico representing himself, appeals from the denial of habeas relief under 28 U.S.C. § 2254. We exercise jurisdiction under 28 U.S.C. § 1291.1

From petitioner's somewhat murky factual allegations, we can determine that he was sentenced in 1974 to ten to seventy years' imprisonment...
