On January 27, 1988, defendant, Chicago Park District, fired plaintiff, Frank Hauser, after six and one-half years of employment. On July 2, 1990, plaintiff filed a petition for a writ of mandamus in the circuit court alleging that his discharge was contrary to law because defendant did not conduct a civil service board hearing prior to the discharge.
