The Indianapolis City Council proposed and passed a redistricting plan based on data from the 1990 census, in time for the May 1991 primary elections. A group of concerned citizens filed a lawsuit in state court, challenging the redistricting plan under state law. The defendants removed the case to federal court under 28 U.S.C. § 1443(2), claiming that compliance with state law would violate Section 2 of the Voting Rights Act, 42 U.S.C...
