Plaintiff is the owner of certain lands located in the Town of Goshen, Orange County. In July 1985, Myron Urbanski, the Supervisor of defendant Town of Goshen, met with Howard Conklin, plaintiff's predecessor in title, to discuss a water bill owed by the Town to Conklin.
