By virtue of our Supreme Court's February 2, 1993, order, this original action under the Headlee Amendment, Const 1963, art 9, §§ 25-34, returns to this Court "for reconsideration in light of the Supreme Court's decision in Schmidt v Dep't of Ed, 441 Mich. 236 [490 N.W.2d 584] (1992)." Durant v Dep't of Ed, 441 Mich. 930 (1993).
