Plaintiff, then eighteen years old, was sexually assaulted by his supervisor, Mark Kelley, while plaintiff was serving as a volunteer at the Kalamazoo County Department of Social Services. Plaintiff brought suit alleging that defendants breached their duties to hire a competent individual and prevent Kelley from engaging in acts of misconduct.
