This is an appeal from a judgment dismissing an inmate's personal injury claim against the State for failure to comply with the prescribed administrative procedures.

FACTS

Kevin Bellard injured his leg on March 20, 1992, while he was an inmate at the Louisiana Correctional School. He filed suit against the School, its warden, and the State on April 15, 1992, on the grounds that they had negligently failed to protect him from injury...
