Defendant, Louisiana Insurance Guaranty Association (LIGA), appeals from a judgment holding that plaintiff Kent Smith (Smith) is not required to exhaust his claims against his uninsured motorist (UM) carrier, Allstate Insurance Company (Allstate), prior to recovering from LIGA.
