Memorandum Opinion

NAMEROFF, Special Trial Judge:

This case was heard pursuant to the provisions of section 7443A(b)(3) and Rules 180, 181, and 182.1 Respondent determined a deficiency in petitioner's 1989 Federal income tax in the amount of $4,554, plus an addition to tax in the amount of $683.10 under section 6651(a)(1) and a penalty in the amount of $910.80 under section 6662(a).
