Appellant Scott Janke is currently an inmate at the Centennial Correctional Facility in Canon City, Colorado. In 1992, prison officials at the Fremont Correctional Facility charged him with possession of dangerous drugs and tampering with locks and security devices after they found marijuana concealed in his cell.
