("PCA") filed a petition in district court for a writ of mandamus, declaratory judgment, and injunctive relief against the members of the Board of Regents of the University of Texas System ("Regents"). PCA sought enforcement of the Texas State College and University Employees Uniform Benefits Act, arguing that the Act required the Regents to include PCA as part of the University's health care plan for its employees...
