PER CURIAM:

The Speedy Trial Act, 18 U.S.C. §§ 3161 et seq. (1988), provides that "[a]ny information or indictment charging an individual with the commission of an offense shall be filed within thirty days from the date on which such individual was arrested." 18 U.S.C. § 3161(b). The issue in this case is whether the first day of the thirty-day period for filing charges is the day of an individual's arrest or the day after his or her arrest....
