Plaintiff inmate brought this § 1983 claim against the Director of the Oregon Department of Corrections challenging the constitutionality of a regulation that punishes an inmate for use of disrespectful language. Plaintiff claims that when the regulation is applied to language within an inmate grievance, it violates his First Amendment rights to free speech and petition for redress of grievance...
