For the first time, this court is called upon to address the Worker Adjustment and Retraining Notification Act ("WARN Act"), 29 U.S.C. § 2101 et seq. (Supp.1993). It requires some employers — generally those who are curtailing or closing an operation — to provide sixty days notice to those employees who will be laid off or whose hours will be substantially reduced.
