On September 14, 1991 at approximately 1:00 P.M., State Trooper Carlos Cuprill, while sitting in his marked patrol car located in the median of the Thruway at mile marker 134 in the Town of Bethlehem, Albany County, observed a rented blue Chevrolet Corsica traveling northbound.
