Defendant, Norris James, was charged by grand jury indictment with two counts of first degree murder, a violation of Louisiana Revised Statute 14:30.
Defendant was arraigned on March 24, 1981 and pled not guilty to both counts. The trial court ordered a lunacy hearing. On August 11, 1981 defendant was found insane and unable to assist counsel. A second lunacy hearing was conducted on May 25, 1982 and defendant was found sane and competent....
