Donna Ratkovich appeals a decision of the Review Board of the Indiana Department of Employment and Training Services ("Review Board") denying her unemployment compensation benefits. She presents two issues for our review:

I. Whether the Review Board made sufficient findings to support its conclusion that Ratkovich was discharged for just cause. II. Whether the administrative law judge failed to adequately develop the record....
