In March 1987 the petitioner's great-grandchildren were placed in foster care. Thereafter, parental rights were terminated and the children were freed for adoption. In November 1990 the great-grandmother petitioned for custody of her great-granddaughters, Cimone and Nina. At the time of the custody trial, Cimone had lived with her foster family for approximately four years...
