Plaintiff Shirley Dowling alleges in her complaint that, as an inmate at the Ohio Department of Rehabilitation and Correction ("ODRC") at the Ohio Reformatory for Women ("ORW"), defendant was negligent, in that it failed to timely diagnose cancer in her right breast, thereby requiring her to undergo a mastectomy.
