Appellant Armour and Company, Inc. (Armour) owns 32 acres of undeveloped land in the city of Inver Grove Heights, Minnesota (the city). This 32-acre tract of land is part of a larger 300-acre tract known as the southeast quadrant in Inver Grove Heights.
