Petitioner Charles Campbell appeals from the district court's order denying his motion for leave to videotape the execution of Westley Allan Dodd, who is scheduled to be executed by hanging at 12:01 a.m. January 5, 1993. This appeal raises two issues: whether the district court had jurisdiction to consider Campbell's motion, and whether it abused its discretion in denying it.
