The Town of Ahoskie, North Carolina (Ahoskie), appeals the decision of the district court holding that Ahoskie's proposed election plan for the five members of its Town Council violated § 2 et seq. of the Voting Rights Act of 1965, as amended, 42 U.S.C. § 1973 et seq.
