This is a habeas corpus case. The petitioner, Billie Bailey, is a state prisoner. In February 1980, Bailey was convicted in the Superior Court of the State of Delaware of robbery in the first degree, possession of a deadly weapon by a person prohibited, two charges of possession of a deadly weapon during the commission of a felony, and two charges of murder in the first degree.
