I. INTRODUCTION

While working for Copper Valley Electric Association (CVEA), Harold Childs inhaled urethane smoke from a tank farm fire. Claiming that this accident caused a chronic breathing disorder, Childs challenges a decision of the Alaska Workers' Compensation Board (Board) denying him temporary total disability benefits, permanent partial disability benefits, and attorney's fees.
