Monica L. Radcliff appeals the summary judgment entered against her in her suit against Harrison and Washington Counties, the Harrison and Washington County Commissioners, and the Harrison and Washington County Sheriffs. Radcliff alleges that the Harrison County Sheriff took her into custody on an emergency mental health detention order and then unlawfully incarcerated her in the Washington County jail.
