This case arises out of the arrest of the appellant, Kenneth Hinton,1 by several Elwood police officers for disorderly conduct. Hinton subsequently filed a claim against the arresting officers, the Mayor of Elwood, and the City of Elwood, pursuant to 42 U.S.C. § 1983, charging that he had been subjected to excessive force in violation of his constitutional rights.
