(FMIC or appellant) appeals the decision of the Armed Services Board of Contract Appeals (Board) which dismissed FMIC's claim for lack of jurisdiction because of a defective certification. Fischbach and Moore Int'l Corp., ASBCA No. 42,170, 92-1 BCA ¶ 24,511, 1991 WL 215098 (1991).
