OPINION

HECHT, Justice.

The principal issue in this case is whether the Texas Tort Claims Act, Tex.Civ.Prac. § 101.001-.109, limits the liability of political subdivisions created by the Legislature under article XVI, section 59 of the Texas Constitution, for common law and federal maritime law tort claims. We hold that it does, and affirm the judgment of the court of appeals.
