This appeal comes to us from a summary judgment granted in favor of appellee, Harris County. The appellant, Elizabeth Dubois, complains in two points of error that the granting of the summary judgment was erroneous because the trial court applied the wrong statute in reaching its decision and because appellant raised a genuine issue of material fact as to whether appellee acted willfully...
