Appellant Shaffer appeals from a judgment of conviction entered on a plea of guilty in the Central District of Illinois, Richard Mills, District Judge, for conspiracy to manufacture and distribute methamphetamine, in violation of 21 U.S.C. § 846 (1988). He was sentenced to 12 years imprisonment.
