In this appeal, we review the district court's denial of a Motion to Alter or Amend Judgment pursuant to Federal Rule of Civil Procedure 59(e). This is a run of the mill political discrimination case brought against appellants, Municipality of Luquillo, Puerto Rico and several officials of the Municipality, under 42 U.S.C. § 1983 for violation of appellees' First Amendment rights under the United States Constitution.
