This appeal is from the judgment of the Ottawa County Court of Common Pleas. Appellant, the city of Port Clinton, is appealing the judgment entered in favor of appellees, Kenneth J. Berger and Nancy Berger. For the reasons discussed below, we affirm, in part, and reverse, in part.
