Andrew J. & Susan W. Ortbals, husband and wife, claim that the Director of Revenue owes them a refund for overpayment of sales tax assessed on the purchase of a new 1991 Pontiac Sunbird convertible. The Director denied the claim after which the Ortbals filed a complaint with the Administrative Hearing Commission (AHC).
