On November 22, 1989, appellant Welfare Division of the Nevada State Department of Human Resources ("Welfare Division") terminated respondent Terry M. Fowler ("Fowler") from his position as a computer system programmer because he allowed another individual to have unauthorized access to the Welfare Division's computer system.
