PER CURIAM.

Mark Alford Herre appeals a final order entered by the Florida Department of Revenue ("Department"). We reverse.

On October 14, 1988, Herre was stopped by Monroe County sheriff's deputies after they received an anonymous tip that someone was transporting illegal drugs in a car fitting the description of the car Herre was driving. The deputies searched Herre's vehicle and found 300 pounds of marijuana in the trunk. Herre was arrested and charged...
