William Cooper and Carl Fletcher, the plaintiffs, filed pro se a petition for declaratory judgment against the Missouri Board of Probation and Parole and its members. The individual members were never served. The petition sought judicial review under Missouri's Administrative Procedure Act of the decision of the Board to deny parole to Cooper and Fletcher.
