At issue is whether the plaintiff's1 obligation to pay the defendant relocation assistance benefits is governed by § 7 or § 14 of G.L.c. 79A (1990 ed.). The bureau of relocation (BOR) in the Executive Office of Communities and Development determined that the plaintiff was required to pay full relocation benefits under § 7.
