The issue presented by these consolidated suits is whether the language of the applicable Interstate Fire & Casualty Company policies, which provided excess coverage, allow "drop down" coverage for policyholders insured by the excess carrier and Champion Insurance Company (Champion), the insolvent primary carrier.
