This is an appeal from a June 13, 1991 order granting preliminary objections and dismissing this action. The sole issue is whether appellant, Marsteller Community Water Authority ("Marsteller"), has standing to sue appellees, P.J. Lehman Engineers ("Lehman"), the Redevelopment Authority of Cambria County ("Authority"), and Barr Township ("Township").1 We conclude that appellant has standing to sue each of the appellees....
