Ralph G. Smith, a judge of the Phoenix City Court, appeals from the entry of a summary judgment for the City of Phoenix on his claims for declaratory relief and contract damages. The issues stem from the method by which the Phoenix City Council appoints and pays the Chief Presiding Judge of the Municipal Court of the City of Phoenix and changes the city has made in the way municipal judges are paid.
