Barbara Brennon appeals from an order of the Court of Common Pleas of Philadelphia County which granted a motion for summary judgment filed by the Philadelphia Gas Works (PGW).

The relevant facts are as follows. In January, 1986, employees of PGW drilled bar holes into the street in the 1800 block of Church Street because a potential gas leak had been reported.1
