On July 10, 1990, plaintiffs filed this action against defendant, Ohio Department of Transportation (ODOT), alleging defendant was negligent in placing obstacles in the roadway without properly detouring traffic and without proper lighting while performing road construction and/or maintenance on State Route 65.
