On March 9, 1990, decedent, Michael Gibson, was admitted to the Pauline Lewis Warfield Center ("PLWC"), a mental health center in Hamilton County, Ohio, which is owned and operated by defendant, Ohio Department of Mental Health. Decedent was twenty-three years old and suffering from organic brain syndrome secondary to encephalitis.

The most common causes of organic brain syndrome are intoxication, injury, tumors, and metabolic disorders...
