Liberty Nursing Center, Inc., t/a Granada Nursing Home ("Liberty") appeals from an order of the Circuit Court for Baltimore City (Mitchell, J.) affirming the decision of the Nursing Home Appeals Board ("NHAB"). Md.Health-Gen. Code Ann. § 2-207 (1990) and Md.St.Gov't Code Ann. § 10-215 (1984).
