On July 19, 1991, the Florida House of Representatives ("Florida") filed a Freedom of Information Act ("FOIA" or "Act") request seeking release of the United States Department of Commerce's ("Department" or "Secretary") adjusted block level census data which the Department had developed in the course of its 1990 census duties. The Secretary denied the request on the ground that the data was exempt from disclosure under Exemption 5 of the FOIA....
