MEMORANDUM OPINION AND ORDER

GRAHAM, District Judge.

THIS CAUSE is before the Court upon Plaintiffs' various motions seeking summary judgment relief.

The Court having considered the motions, responses, replies, the pertinent portions of the record, and having heard oral argument of counsel in this action, hereby DENIES final summary judgment specifically as to the third prong in Thornburg v. Gingles, 478 U.S. 30
