Cyril and Arvilla Plainbull, enrolled members of the Crow Tribe, reside on allotted lands located on the western side of the Crow Reservation near Pryor, Montana. Situated next to the Plainbulls' allotments are reservation lands held in trust by the United States for the Crow Tribe, which are used as tribal range units for grazing livestock. The Plainbulls have, for many years, grazed livestock on the tribal range units without a valid grazing...
